Traffic hold up on M3 this morning

Apparently the huge traffic hold up on the M3, Cape Town this morning was due to this huge cellophane flower and windmill display on the side of the road just below UCT. Rather entriguing I must say, and rather confusing. It was pointed out to me that the flowers and windmills form part of the latest story in the “Can you Twist?” reality show.
